In the year 2058, shrewd investors and influential figures set their sights on the tourism industry. Their attention converged upon the slums south of Heywood—known as Pacifica. With the intention of transforming this area into their private cash cow, they made generous donations to the city council. By providing funding, these speculators secured priority development rights and construction permits for the land—their goal: to turn Pacifica into a world-renowned resort destination.
With the abundance of cheap labor following the Corporate Wars, this paradise-like city began to take shape. Yet, as Pacifica’s construction boomed, war erupted between the New United States and the Free States. The conflict soon spread to California. Doubtful of Pacifica’s prospects, the investors withdrew their donations and pulled out their funding—the project was abandoned.
By 2070, the New United States was preparing to invade Night City. In that same year, Colonel Kurt Hansen of the military tech company received orders; leading an elite unit, he seized and secured a strategic location within Pacifica. All Hansen’s team needed to do was wait and prepare attack routes. However, the Alvin Treaty was signed between the New United States and the Free States, bringing an end to the fighting. Hansen’s superiors ordered him to withdraw, but the ambitious colonel refused.
